Tough budget decisions 'avoided'

Finance Secretary John Swinney has been accused of putting off tough decisions in his £34 billion budget for next year.

Academics said the budget represented a cut of 0.9% on the present year, once inflation is taken into account.

And they questioned whether Mr Swinney was spending enough on supporting enterprise in a time of recession.
